Richard Frank, Commander / President, Kern County Sheriff’s Reserves
Richard’s career started with the Bakersfield Police Department in 1976 and was promoted to level one status in 1979. Richard remained as Lieutenant in Charge of Background Investigations until 1981 when he left to join the Sheriff’s Reserves. After joining the Sheriffs Reserves he was promoted to Sergeant in 1983, then Lieutenant in 1986 and Commander in 1988. Richard was appointed as Special Projects Commander in 1989 which entailed running the Security at the Kern County Fair, which he has worked an average of 100 hours every year.
In 2001 he was appointed Chairman of the Kern County Stampede Days Rodeo and under his command has raised approximately $200,000 for the Reserves. These funds have been used to provide training, uniforms, specialized equipment as hand-held radios, bikes for the bike officers, flash lights, and other gear.
Richard has averaged working 500 hours per year for the past 30 years. He is the only Reserve in the history of the unit to be President for six years and elected again for four years. He is the only Reserve to serve as President, Special Events Commander and Rodeo Chairman at the same time. During his 30 year tenure he has worked all parts of the Department including training regular Deputies in the main jail, new deputies in jail operations and the Post Academy, has formed and run Special Reserve Units such as the Tom Unit, and the R.H.I.P team and a special team to respond and help receive and book in the main jail on Holidays. He has run special events for the Kern County Fair to Whiskey Flats and the Low Rider Nationals. He has worked with Sheriffs Loustalot, Klier, Smith, Sparks, Wimbish and Youngblood. |
Rodeo Announcer Doc Boene
PRCA and California Circuit Announcer Doc Boene will be coming to Bakersfield for the sixth time to announce the Stampede Days Rodeo. Doc not only comes from a rich ranching heritage, he has a working knowledge of the cowboy lifestyle. He manages a 55-year-old commercial cattle operation on the Loop Ranch in Keene, California. His understanding of the cowboy way of life makes it possible for him to convey the thoughts and feelings of the cowboys to the fans in the grandstands.

Hollywood’s resume reads like the true Renaissance man - 25 years on the professional rodeo circuit as a bullfighter and rodeo clown, including 2 world titles, 3 National Final Rodeo rings and countless trophies. He wrestled professionally with the WWE and is a stunt performer and actor. Hollywood is in production on Fancypants playing “The Darkness” directed by Joshua Russell to premiere in 2009.
